Many tier 2 and 3 colleges will accept as many as 80% of the students who apply. Students meeting certain criteria (SAT scores and GPA) will be eligible for merit scholarship money on a first come, first served basis. If a student is willing to commit to the school with a cash deposit they have more leverage if they appeal their package to the college.
